Theoretically, if on a safe road what mph would be 8300rpms in 5th gear ? Second question, would the factory tires be safe at that speed ?

On the latter question, it appears the Kendra tires have 2 speed ratings:
H - rated to 130 mph
V - rated to 149 mph
Within their torque band on twisty roads, these are fun bikes that handle surprisingly well. They are not really built for full bore Red line racing without some engine and suspension work being done.
But YMMV, ;-)

Theoretically, ride your bike at 4,150 rpm, check the speed, double it.

The bike in the video was obviously running it's speedometer in the kph mode. It was registering 150 kph not mph. That would've been approximately 96 mph or so. He was nowhere near the top end speed of his Scout.

Not sure this would be the way to figure it but I think my Scout is at ~3100 RPM when going 55 MPH, and ~3800 RPM at 70 MPH. So... 700 RPM per 15 MPH, and 8300-3800=4500 RPM. Dividing 4500 by 700 equals ~6.43, then multiply that by 15 gives about 96, which added to 70 MPH is 166 MPH.

The number might not increase so linearly as that, wind resistance for one thing would mean more RPM for less MPH. Maybe Chi-Borjas got it already, 150 or so, could be close to the answer anyway.
I think I know the video reinie was thinking of, I thought same at first. kph setting on speedometer was going up to about 195, and I paused it to try and read the RPM. Seemed to be showing 6200. If that's right, the MPH was ~121 (although with a percentage of error, so perhaps only 118, but don't quote me on that).
Therefore... 6200 to 8300 is a long ways off yet, but again, if 700 RPM per 15 MPH, that's 45 MPH more. Or finally, a possible 166 as shown on the dial. Slightly less considering that calibration error thing.
Which is interesting that would work out so neatly, since I didn't figure that at all beforehand. Just couldn't be right though, got to be wind resistance effecting RPM, and maybe other things too.

Oh yeah, and the tires... no way would they be good for such speeds, as ADVSaint already pointed out. No matter with the ECM limiter not allowing those speeds anyhow.
Now I will go think awhile about my Kendas because I whoop it up and take the Scout to 100+ MPH on a few occasions. Tires are a weak link in the chain of safety.

Last weekend I decided to get adventurous and got 1.5 hours from home to get to a well known biker bar in another town. Storm clouds started coming in and it was getting dark, so (uncharacteristically for me) I hit MY top speed for about 60 miles. I was around 95 without a windscreen and my big ole wide body catching every bit of a 20 mph gusty/stormy head wind. By the end of the ride, all oncoming traffic could see were my two eyes peeking over the speedo as they heard "WAAAAAAAAA" of the engine screaming by them in the oncoming lane. I am 100% sure I gave a ton of people a good laugh. Meanwhile, I got the crap beat out of me. I am still hurting. Anyway - the takeaway is (for me) that the bike will go a lot faster than I can.

Yes the wind buffeting at speed on the scout is bad. I use a small windscreen that I can tuck down behind at high speed but it is an uncomfortable position for a long trip. The scout handles well at speed when you get your head and shoulders out of the wind. The front triple trees are lower than most bikes which gives the bike a very nice look and handles good but causes the turbulence. All and all I love the bike.

Top Speed?
Who REALLY cares?
If top speed were of utmost importance,....most of us would have bought some other bike than a Scout 60.
These bikes will suit most owners 99% of the time. I usually don't go more than 85-90 mph when traveling on the expressway. So if my 60 only goes to 110 mph, it still exceeds my need for speed.

Why does the speedo cram 200 that are not spaced., ps I am a newbie so excuse the most likely possibility of threads on this

I think I read somewhere that the Scout and the Bobber has a top speed of about 125, which depending on wind, will probably be less.

I think my rpm wouldn't go past 6000 last time i tried.
It steadily climbed till it hit 6000.
At that point i was hovering over 125

The "B" rating is a load rating, not a speed rating
